The dies were cut in 1867 and traded to Kline in 1872.  They are currently in the ANS collection.

Bolen struck three examples in Tin.  Kline also struck a few examples in this metal. It is fairly easy to tell the restrikes from the originals. The originals are 2.2 to 3.0 mm thick. The restrikes are only 1.5 to 2.0 mm in thickness.

The reverse quote is from Jefferson's first inaugural address delivered on March 4, 1801 and summarizes his view on what the role of government and his administration ought to be.

An uncirculated piece sold in the January 2011 Stacks sale for $253, lot 6621.  A PL uncirculated example sold for $184 on EBAY in January of 2012.
